Projektets målsättning är att utveckla kompetens och utbildningsmässigt samarbete i logistiksektor inom Barentsregionen. Samarbetspartner är Uleåborgs universitet, Luleå Tekniska universitet, hamnar i Uleåborg och Kemi, Associationof Suppliers for Oil and Gas Industry "Murmanshelf", Non-commercial organization "Arctic Centre for Training of Oil and Gas Specialists", Non-commercial partnership "Education, Innovation and Scientific-Research Union Socium+" ja The Ministry of Economic Development of the Murmansk region.
